August 12, 2014 Central West Austin Neighborhood Plan Contact Team Meeting Agenda
For the Special Meeting on Tuesday, August 12, 2014, at 7 pm at Howson Branch Library (2500 Exposition Blvd), the meeting agenda is provided below:
1. Request to File Out-Of-Cycle Plan Amendment for 1018 W. 31st Street: The Planning Contact Team Executive Committee (PCT) will meet with Applicant on their request to allow a plan amendment application to be filed outside of the regular open period (February) for amendments to our neighborhood plan. For an out-of-cycle application, the PCT meets with the applicant and other neighborhood stakeholders to discuss the request, and votes whether to allow the application to be filed outside of the February open period. At this meeting, there doesn’t necessarily need to be discussion regarding the merits of the request or whether or not the PCT will support the request, but simply to allow it to be filed or not. If the PCT votes to allow the application to be filed, the City makes an appointment with the Applicant to submit the application.
Background – This out-of-cycle request relates to a FLUM amendment to support a rezoning request by St. Andrews School for 1018 W. 31st Street to allow for mixed use/office at the site. The current FLUM plan calls for Multi-Family. According to information received, the purpose of the zoning/FLUM change is to be used for school use for a Kindergarten with 2 classes of approximately 15 students each, and the Sisters have indicated a preference for such use over either multi-family or group residential uses.
2. Discussion of Bylaws Amendment to Permit Email Decisions: Discuss possible amendments to bylaws to facilitate decision making by the NPCT.
