<p>The next Central West Austin neighborhood planning workshop will occur on Monday, November 2nd (6:30pm to 9:00pm) at The Sanctuary, 2600 Exposition Boulevard (we will be meeting in the chapel).</p>
<p>Topics:  First, we will examine the possibility of changing the current zoning of the condominiums located at 3111 Windsor Road (known as Tarry Court Condominiums) from office to multi-family zoning.  Second, we will discuss the potential to rezone properties at the intersection of Hearn Street, 7th Street, and Pruett Street that have single-family and multi-family residential uses from retail to single-family and multi-family residential zoning.  Please see the map below:</p>

			<content:encoded><![CDATA[<h4>City of Austin Comprehensive Plan</h4>
<p>The City of Austin is creating a new Comprehensive Plan for Austin which will set forth the city&#8217;s policies for growth and development.  The existing Comprehensive Plan (the Austin Tomorrow Comprehensive Plan (ATCP)) was developed during the 1970s and adopted in 1979, but even with various amendments and updates, the ATCP remains a product of its time and does not address many contemporary issues facing the City such as sustainability and climate change.  The lack of a contemporary, community-based vision for the City&#8217;s future has lead to many &#8220;ad hoc&#8221; policy directives.</p>
<p><a href="http://www.ci.austin.tx.us/compplan/cp_process.htm">An overview of the Comprehensive Plan process</a> for the next two or so years is available, including a recent “Comprehensive Plan Kick-Off” Event.</p>
<p>The City has posted a <a href="http://www.ci.austin.tx.us/compplan/survey.htm">survey</a> to obtain citizen input on some of the questions from the October 12 Kick-Off Event concerning what makes Austin great and what could be improved.  Survey answers will form the foundation of the first <strong>Community Forum Series</strong>, the week of November 9.</p>
<p>In addition, Comprehensive Plan Citizens Advisory Task Force is being formed.  <a href="http://www.ci.austin.tx.us/compplan/downloads/CitizensAdvCmte-Application.doc">The application form for the Comprehensive Plan Citizens Advisory Task Force</a> is available for download.  Interested in serving, or know someone who might be perfect for the task force? Fill it out or pass it on. Instructions for submitting the application are included.</p>

			<content:encoded><![CDATA[<p><strong>Austin Water Utility to Enact Stage 2 Watering Restrictions</strong></p>
<p>Beginning Monday, Aug. 24, the Austin Water Utility (AWU) will enact Stage 2 Mandatory Watering Restrictions because of the exceptional drought in Central Texas and recommendations made by the Lower Colorado River Authority (LCRA).</p>
<p>Stage 2 Watering Restrictions are in line with the 2009 Drought Contingency Plan authorized by Council earlier this year.  The plan states the City Manager may order additional water restrictions when the combined lake storage levels of Lakes Travis and Buchanan is less than 900,000 acre-feet. That level was reached on Aug. 12.</p>
<p>Austin residents and businesses may only water one day a week:</p>
<ul>
<li> Residential customers (4 or fewer units) with addresses ending in an odd number may water on Saturday.</li>
<li>Residential customers (4 or fewer units) with addresses ending in an even number may water on Sunday.</li>
<li>Commercial and multifamily customers (including common areas of condominiums or homeowners’</li>
<li>associations) with street addresses ending in an odd number may water on Tuesday.</li>
<li>Commercial and multifamily customers (including common areas of condominiums or homeowners’ associations) with street addresses ending in an even number may water on Friday.</li>
<li>You may schedule your system no earlier than 12:01 a.m. on your designated water use day. All cycles must be complete by 10 a.m. that same day.</li>
<li>You may water with a hose-end sprinkler, a soaker hose, or drip irrigation only from 12 a.m. to 10 a.m. and/or from 7 p.m. to 12 a.m. on a designated outdoor water use day.</li>
<li>You may water with a hand-held hose or bucket any time of day and any day of the week.</li>
</ul>
<p><strong>Stage 2 Mandatory Water Restrictions</strong></p>
<ul>
<li>Requires residential and commercial water customers to follow a once-per-week watering schedule.</li>
<li>Limits automatic irrigation systems to operation between the hours of midnight and 10 a.m. on designated days.</li>
<li>Limits residential vehicle washing to designated days and times and prohibits charity car washes.</li>
<li>Automatic fill valves for pools or ponds should be turned off.</li>
<li>No outdoor fountains should be used except to provide aeration for aquatic life.</li>
<li>No water to be served at restaurants unless requested by the customer.</li>
<li>No washing of sidewalks, driveways, parking areas or other paved areas except to alleviate an immediate health or safety hazard.</li>
</ul>
<p>To ensure that restrictions are followed, the AWU Water Conservation staff will begin stepped-up, around-the-clock enforcement and take a zero-tolerance approach to violations of the restrictions. Violating mandatory watering restrictions is a Class C misdemeanor with fines up to $500. To report water waste, residents should call 3-1-1. Are there new construction projects on  your street where the City is not enforcing its land use and zoning requirements relating to impervious cover, setback requirements, tree protection?  If so, please send us an email to let us know by clicking here.  This information will be forwarded to the Austin Neighborhood Council (ANC) which is compiling a database of code enforcement “failures” across the city which will be presented to the City in an effort to obtain better enforcement.
